Efficient Metric Recorder
Computing all metrics using constant extra memory.
PlotHistogram methods are executed in constant time.
-- Previously throughput and delay were using O(num_packets) extra memory and their associated PlotHistograms took linear time complexity.
Added MetricRecorder unittests
