CHROMIUM: job_class: Change the console default to NONE
To temporary work around the sepolicy issue with periodic_scheduler,
set the console default from LOG to NONE. In that mode, none are created.

TEST=build_image snappy, check content of /dev/pts does have only a
minimal amount of entries.
Check unit tests passes.
