iwlwifi: update -12.ucode for 3160 / 7260 / 7265 / 7265D Changes: * Tx power - reading SAR limits from OTP when the regulatory section is missing. * Tx power - override cmd bug fix for OTP locked and gain mode. Both changes are needed to change the bug below.
