Delete brotli submodules, then add all code back The brotli directories were turned into submodules. Since the cros tree doesn't use submodules, we can pull these into the cros tree as a new repo, but until that's sorted out, we can just remove the submodules, and add the directories back in with the correct code. BUG=b:180186886 TEST=Build.
