minijail: Switch to new cross-friendly packaging style Use dh(1) and dh-chromeos. Unhardcode a couple of runtime dependencies. I've left libcap2 hardcoded since we're specifying a higher version than would be generated automatically. Use cross-tools from environment if set. Review URL: http://codereview.chromium.org/523129
