factory_install: Allow '(S)hell' if cros_debug is set.
When Frecon is available, people can get shell in VTx if shim boots in
developer mode. However for devices that display is broken and needs to
be reached by serial console, (S)hell is the only choice so we should
allow it in developer mode.
