Chromiumos-assets 100 & 200: remove useless bootanim frames

Once the Chromium wheel is done turning, there is no point adding
extra frames. These frames slow down boot because they need to be
loaded from disk, and because they are displayed for a fixed amount
of time.

TEST=boot on glimmer, Chromium wheel is still turning
