bisect-kit: Evaluate OS bootlooping + reverts (jetstream)

Reference instructions at: go/bisect-jetstream

The changes allow bisecting on images that are bad, only on jetstream
devices at this time. Plans to extend to all CrOS devices would be
future work.

Can handle OS images that are:
 - Bootlooping
 - Reverting after a flash/provision
