Add an ebuild to install MySQLdb for python.

Copied in dev-python/python-mysql from portage upstream and modified it to
allow for cross-compiling.

* Requires binutils to build.
* Searches the SYSROOT for mysql_config rather than /usr/local/bin
* Points the linker correctly to the required libraries.

BUG=chromium:342619
TEST=Built stumpy_moblab and ensured I can now import MySQLdb.
