Import unmodified loman into chromite.

Doing this in preparation for rewrite/sanitizing by fire that's
coming in the next rev.  Imported from crosutils as of
d7a8aafa54f41ca2c9621699dcf9a10440d2ccbf .

Right now it's not enabled/exposed; this is just the initial
transferance across unmodified.

Note that the unittests were skipped in importation; they're
fairly incomplete and are about to be made irrelevant.
